How Hawaii Regulates Pharmacy Technicians
Every US state chooses its own way to regulate pharmacy technicians. Of the 51 jurisdictions we track, 33 use registration, 14 issue a full license, 3 tie the state credential to national certification, and 1 requires no state credential at all. Hawaii sits in the registration group: the board keeps the official technician roster, and getting on it is what makes you legal to work.
Hawaii asks for no national exam at all. Plenty of technicians here still earn certification voluntarily — a national credential strengthens job applications and moves with you if you relocate to a stricter state.
What the Board and State Law Actually Say
Registration is new: Act 93 (Session Laws of Hawaii 2025, HB 72), amending HRS chapter 461, establishes Board registration for all pharmacy technicians starting January 1, 2026 (confirmed in the Board's August 21, 2025 meeting minutes). Applications are accepted by mail or hand delivery only, not online. No CE requirement for basic technician registration appears in the Board's materials; however, per the Board minutes summarizing Act 93, a registered technician who administers vaccines must separately hold CPhT certification from PTCB or NHA, complete an ACPE-approved practical injection training program, hold current CPR certification, and complete 2 credit hours of immunization-related CE per biennium. Training, Education, and Eligibility in Hawaii
Training requirement
None for registration. The Board's registration application (Form PHT-01) requires no training program, exam, or education credential; applicants attest to minimum age, US work authorization, prior registrations, and disciplinary/criminal history.

The board's minimum age for pharmacy technicians in Hawaii is 16.
How to Become a Pharmacy Technician in Hawaii
Qualifying and applying are two different problems. This is the second one: the sequence the Hawaii Board of Pharmacy publishes, in the order it has to happen. By mail or in person only. The board states that pharmacy technician registration forms 'are not accepted online at this time', so this is a paper application with a check attached.

Download the current version of the form
The board asks you to check the PVL website for the most current version of the form before submitting, because the forms change; the current revision is PHT-00/PHT-01, dated June 2026. Complete the online fillable form or print legibly in dark ink, answer every question, and sign it.

Confirm you meet the two gateway conditions
The form asks, as yes/no questions, whether you are at least 16 and whether you are a US citizen, US national, or an alien authorized to work in the US. Your Social Security number is mandatory: without it the application is deemed deficient and is not processed further.

Work out which fee applies to you
Make the check payable to COMMERCE AND CONSUMER AFFAIRS, in US dollars drawn on a US financial institution. Pay $130 if your registration takes effect in an even-numbered year ($20 application, $10 registration, $100 Compliance Resolution Fund) or $80 if it takes effect in an odd-numbered year ($20, $10 and a half-year $50 CRF). The $20 application fee is non-refundable, and a dishonored payment invalidates the registration and adds a $25 service charge.

Document any disciplinary or criminal history
A yes to the questions on prior discipline, pending actions or unexpunged convictions means additional paperwork: a signed statement explaining the circumstances in detail, copies of the licensing authority's final orders and related documents, and for a conviction the court order, verdict and terms of sentence plus a current criminal history record check from the state where it occurred and the state where you now live. Those applications go to a Board of Pharmacy meeting, and the board will not review incomplete ones.

Mail it or hand it in
Mail to Board of Pharmacy, DCCA, PVL Licensing Branch, P.O. Box 3469, Honolulu, HI 96801, or deliver to 335 Merchant St., Room 301, Honolulu. A pharmacy submitting several at once must send a separate check for each application, paper-clipped rather than stapled to its form, in an envelope labeled 'Attention: PVL Licensing Branch Manager'.

Watch for the Notice of Registration
Approval arrives as a Notice of Registration by email or mail, carrying your name, registration number, and effective and expiration dates; that notice is your confirmation that you are registered in Hawaii. You can check progress in the meantime through the PVL Public License Search or by calling (844) 808-DCCA (3222).

The board publishes no processing time for technician registrations. It warns that missing or incorrect information, or the wrong fee, will delay the application, and that under HRS 436B-9 an application left incomplete for a year is considered abandoned and destroyed - at which point you must reapply under whatever rules are in force then.
