How Oklahoma Regulates Pharmacy Technicians

Every US state chooses its own way to regulate pharmacy technicians. What the Board and State Law Actually Say

Oklahoma issues a Pharmacy Technician Permit (the Board's guidance is titled 'Requirements for Licensure'); no national certification exam (PTCE/ExCPT) is required. PTCB certification is recognized in the rules for supervision-ratio purposes (e.g., a pharmacist may supervise 3 technicians if one is nationally certified) but is not a licensure requirement. Applicants must be currently employed in a licensed Oklahoma pharmacy, submit a citizenship/alien-status affirmation, and disclose criminal history. Technicians work under the immediate and direct supervision of a licensed Oklahoma pharmacist; a permit is required for each place of employment ($10 duplicate/additional permit). Governing law: 59 O.S. 353 et seq. and OAC Title 535 (technician rules at OAC 535:15-13). No general minimum age is stated in OAC 535:15-13-4; the rule sets 17 as the minimum for youth-apprenticeship/CareerTech training permits. Training, Education, and Eligibility in Oklahoma

Training requirement

Employer-based on-the-job training (OJT) in a licensed Oklahoma pharmacy: Phase I (pharmacy and pharmacy procedures) must be completed before applying, along with a Board-provided written test administered by the pharmacist manager or a designated pharmacist; Phase II (hands-on training with drugs) must be completed within 90 days after the permit is issued or the permit is automatically void. Board-approved youth apprenticeship / Oklahoma CareerTech pharmacy technician training programs are an alternative pathway (OAC 535:15-13-4).

Education

High school diploma, HiSET, or G.E.D. equivalence; must be of good moral character, non-impaired, and have adequate education to perform assigned duties (OAC 535:15-13-4).

Starting Out: Trainee Status in Oklahoma

No separate trainee permit. Applicants work as employees of a licensed Oklahoma pharmacy during Phase I training before applying for the permit, then complete Phase II within 90 days after issuance. Students 17 or older in Board-approved youth apprenticeship or Oklahoma CareerTech programs may complete Phase II training in a pharmacy for educational purposes without being a pharmacy employee.

How to Become a Pharmacy Technician in Oklahoma

Qualifying and applying are two different problems. This is the second one: the sequence the Oklahoma State Board of Pharmacy publishes, in the order it has to happen. On paper. You print the board's application, your supervising pharmacist signs it, and the packet goes to the board office - but the $40 fee has to be paid online first, and the receipt goes in the envelope.

  1. Get hired, then complete Phase I training

    Oklahoma requires the job before the permit. You must be currently employed in a licensed Oklahoma pharmacy, and that pharmacy must have a technician training program and be willing to train you. Phase I - learning the pharmacy and its procedures - has to be finished before you may apply.

  2. Sit the board's written exam inside the pharmacy

    The pharmacist manager, or another pharmacist they designate, administers a written test that comes attached to the application and may be given open book. The pharmacist corrects it, reviews the wrong answers with you, and keeps the original in your training file for board inspectors. It is never returned to the board.

  3. Pay the $40 fee online

    Since July 1, 2021 the board has not accepted cash, money orders or checks - anything sent is returned to the applicant. Payment goes through the board's online store at pay.apps.ok.gov, and the receipt is one of the items that must be in the envelope.

  4. Assemble the packet so it is not returned

    The application must include the $40 fee receipt, a signed Citizenship / Alien Status Affirmation (no notary needed) and a clear copy of your driver's license, state ID or work authorization card showing both the picture and the identifiable information. Your supervising pharmacist or dean signs section E, verifying you completed the initial training and exam. Incomplete submissions are returned to the address you put on the application.

  5. Finish Phase II within 90 days of the permit

    Issuing the permit starts a second clock: you have ninety days to complete Phase II, the hands-on training with the drugs. Miss it and the pharmacy must notify the board, the permit is automatically void, and it must be returned to the board office.
