How Virginia Regulates Pharmacy Technicians

Every US state chooses its own way to regulate pharmacy technicians. Of the 51 jurisdictions we track, 33 use registration, 14 issue a full license, 3 tie the state credential to national certification, and 1 requires no state credential at all. Virginia sits in the registration group: the board keeps the official technician roster, and getting on it is what makes you legal to work.

National certification is baked into the rules here: the board accepts the PTCE (PTCB) or the ExCPT (NHA), and you cannot get credentialed without it. That makes exam prep part of the path — not an optional extra.

What the Board and State Law Actually Say

Registration requirements are set by Va. Code § 54.1-3321; the former regulation 18VAC110-21-140 was repealed effective July 3, 2025 (Virginia Register Vol. 41, Issue 20). The Board does not itself impose a minimum age or high school diploma requirement for technician registration in statute or current regulation, but exam vendors (PTCB/NHA) apply their own eligibility criteria. Training, Education, and Eligibility in Virginia

Training requirement

Successful completion of a pharmacy technician training program that is (i) accredited (including programs operated through the Department of Education's Career and Technical Education program or approved by the Board), (ii) recognized by PTCB or NHA, or (iii) operated through a federal agency or branch of the military; PLUS passing a national certification exam administered by PTCB or NHA (Va. Code § 54.1-3321).

Starting Out: Trainee Status in Virginia

Pharmacy technician trainee registration ($20) is required before gaining practical pharmacy experience toward completing a training program. The trainee must be enrolled in a training program and directly monitored by a supervising pharmacist; the registration is assigned an expiration date not to exceed 2 years and becomes invalid if the trainee leaves or stops progressing in the program (18VAC110-21-135).

How to Become a Pharmacy Technician in Virginia

Qualifying and applying are two different problems. This is the second one: the sequence the Virginia Board of Pharmacy publishes, in the order it has to happen. Online only. The board states that applications for both pharmacy technician registration and pharmacy technician trainee registration are now exclusively accepted online, through license.dhp.virginia.gov.

  1. Enroll in a qualifying training program

    Before anything else you must be enrolled in a program recognized by PTCB or NHA, an accredited pharmacy technician training program through ASHP/ACPE or the Virginia Department of Education, or a program operated through a federal agency or branch of the military.

  2. Register as a trainee before you get hands-on experience

    The $20 trainee registration is what lets you gain practical pharmacy experience toward completing the program. Complete the online trainee application, pay the fee, and wait for the board to review it and confirm your eligibility. Once granted, the trainee registration carries an expiration date no more than two years out and becomes invalid if you leave the program or stop progressing in it.

  3. Finish the program, then pass PTCE or ExCPT

    The training program covers both didactic instruction and practical experience in a pharmacy. After completing it you must take and pass either the PTCB exam or the NHA ExCPT.

  4. Apply online for the technician registration

    Once you have passed, submit the online application for Pharmacy Technician Registration, pay the non-refundable $35 fee, and submit the required documentation. Board staff then review the application and supporting documents against the eligibility criteria.

  5. Follow the checklist instead of calling

    Applications filed online carry a status checklist you can see under Pending Licenses by clicking View Checklist. Each item shows as Unchecked, Completed, Incomplete, Not Applicable or Waived, and an automated email goes out within 24 hours of any change. The board asks applicants not to call for status, because the call volume slows processing further.

How long it takes

The board processes complete, fully documented applications within 30 days of the last document received, and asks you to allow at least a couple of weeks before the first review appears on your checklist. Incomplete applications are held for one year from the date of payment; after that you must reapply with a new application, fee and documentation.
